Business License Tax
The Arlington County Commissioner of Revenue assesses a business privilege tax (formally known as the Business, Professional, and Occupational License — or BPOL — tax) on business conducted in the County, including home-based business. You must pay all license taxes and fees at the time you begin your business — it’s unlawful to engage in any business without first obtaining a business license.
If you are a wholesaler applying for a business license under section code 11-62, in addition to the application, you will also need to provide the following documentation, if available:
- Prior year federal income tax return
- Copies of contracts
- Description of product, how it is provided to customer, and customer’s use of product
- List of customers
- Description of product pricing
- Sales tax registration

Business Tangible Personal Property Tax
Arlington County levies a tax on all tangible personal property located in Arlington on January 1 and used in a trade or business. This includes items such as furniture, equipment, machinery, tools and programmable computer equipment. Businesses must itemize personal property and/or equipment, giving its date of acquisition and original purchase price. Programmable computer equipment should be listed separately from other business property. You must file a return each year by May 1. The County doesn’t prorate business tangible personal property tax if you should cease business during the year.

Other Business Taxes
Arlington County levies the following taxes on industry-specific activities:
- The Short-Term Rental Tax applies to certain short term rental businesses. An application for Certification as a Short-Term Rental business must be submitted within the first 30 days of commencing business and needs to be renewed annually before February 1.
- The Transient Occupancy Tax applies to tourist home, hotel, or motel room rentals.
- The Meals, Food, and Beverage Tax is levied on the sale of prepared foods and beverages sold in connection with meals in Arlington.

Vehicle Personal Property Tax
All vehicles residing in Arlington County must be registered with the Office of the Commissioner of Revenue. You have 60 days to register your vehicle if:
- You are moving a vehicle into Arlington
- You purchase a vehicle that will reside in Arlington
- You transfer the title of a vehicle located in Arlington
All vehicles that are regularly parked or garaged in Arlington overnight must be registered within 30 days of acquiring situs in the county. Failure to register your vehicle could result in a ticket from law enforcement officials. Furthermore, late tax filing penalties begin if the property is not listed for property taxes within 60 days of it acquiring situs in the County. You can register your vehicle online via CAPP (Customer Assessment and Payment Portal), by mail, or in person at the Commissioner of Revenue’s Office.

Early Billing for Vehicle Personal Property that is Sold, Disposed of or Moved from Arlington County
In April 2018, the Arlington County Board revised ordinance (§27.11.1) of the Arlington County code relating to the billing of personal property for motor vehicles, trailers, semitrailers, and boats with situs in Arlington County.
Effective January 2019, personal property taxes for vehicles that are moved, disposed of or sold during the first half of the year (through June 30th), will be assessed by the Commissioner of Revenue and vehicle owners will receive a final personal property tax bill from the Treasurer for the tax amount plus the local Motor Vehicle License fee (as applicable) which will be payable within thirty (30) days of billing. The tax amount is prorated based on the number of months the vehicle had taxable status in Arlington County. The total tax amount due is calculated using the Tax Rate (set by the County Board) and the State Tax Subsidy (PPTRA) amount from the previous tax year. If there are any changes to these amounts for the current tax year, the account will be adjusted appropriately.
Prior to 2019, when a vehicle owner had sold their vehicle or moved from Arlington months earlier, there was confusion when they received a tax bill from Arlington for the vehicle fees that would be due by October 5. This new practice of “Early Billing” was undertaken so that bills could be provided to customers who disposed of a vehicle or moved from Arlington in the first half of the year, instead of waiting until the usual billing in August for the October 5th tax deadline. By billing the tax bill closer to the time to when the vehicle is sold, disposed or moved, the potential for confusion is reduced.

Recycling Requirements
City Of Stanwood Business License
The Arlington County Code requires business establishments to:
- Establish and maintain a recycling program for mixed paper, cardboard, metal cans, aluminum cans, glass and metal items (Note: The recycling collection system must be separate from the regular trash/refuse collection.)
- File a Commercial Recycling Plan form upon receiving a Certificate of Occupancy (within 30 days)
- Submit an updated Commercial Recycling Plan form by February 1 of every third year
- Disseminate educational materials to inform employees and business tenants about the program upon hire/occupancy and annually thereafter
